A Proposal Regarding Establishment of HNS Promotion Group-URGENT

Dear Correspondence Group Members,

Since this is the very first time that I am posting a message to the blog, first of all I would like to extend my appreciation to Mr. Liebert as well as Mr. Marier for their contributions and finally to Ms. Park for her excellent effort in constructing this blog. I must admit that this is a more comprehensive, easy to use and good looking one than the one I offered as a sharing platform.

As the next meeting of the IOPC Funds has been approaching, we, as the Turkish Ministry of Transport, Maritime Affairs and Communications are intending to submit a proposal briefly offering establishment of the HNS Promotion Group consisting of the trained and certified persons by the Secretariat who are nominated by the interested states that are party to the Fund Convention. Why do we propose it? The aim is to share the responsibility with the secretariat in promoting the HNS Protocol through events held in the world. We all know that the secretariat has limited personnel capacity, time and resources. Therefore the secretariat will arrange the training of the trainers. Then the attendants will be evaluated. Later on those who prove their skills will be certified. Finally whenever any state will ask for an event, the trained persons from the pool will be picked by the secretariat for specific events. The ultimate goal is to promote the protocol in a cooperative and wider manner with the contribution of interested states therefore to put the Protocol into force as soon as possible as well as increase the number of parties to the Protocol.

Before submitting it officially, I kindly request your evaluations, views regarding our proposal. Your contributions are valuable. Please note that we have time constraint. The deadline for the submission of a document is 4th of April. So your responds are expected on the 3rd at the latest.
