IMO publishes Circular confirming 2024 HNS contributing cargo reports

The Secretary-General of the International Maritime Organization (IMO) has published a Circular confirming, in accordance with Article 28(2)(a)(ii) of the 2010 HNS Protocol, that he has received the reports on contributing cargo for 2024 from the eight Contracting States to the Protocol.

Canada, Denmark, Estonia, France, Norway, Slovakia, South Africa and Türkiye reported a total quantity of 22 153 250 tonnes of cargo contributing to the general account in 2024. One of the conditions for the entry into force of the 2010 HNS Convention is that the volume of contributing cargo to the general account exceeds 40 million tonnes.

Details of the total quantities of contributing cargo liable for contributions and received during 2024, in respect of the general account and each separate account, are specified in the Circular HNS.2/Circ.15 which can be accessed here.

 In a related development, a new version of the HNS Finder, the online database listing substances that fall within the scope of the 2010 HNS Convention, including contributing cargo, was released and published earlier this year. Designed to help entities identify liable cargo for reporting, the Finder has been maintained annually by the IOPC Funds Secretariat since 2011, with the latest edition (version 15) covering the 2024 reporting year. It includes an archive of previous lists, provides a searchable interface for all substances in force during the current calendar year, and supports States and industry in meeting the annual IMO reporting deadline of 31 May.

As a key tool for Contracting States and those preparing to accede to the Convention, the HNS Finder, together with support from the Secretariat and collaboration with the IMO, has helped to ensure that practical requirements, particularly reporting, no longer present an obstacle to the Convention’s entry into force.
